Give the cord a few tugs and take the plug out, the plug should be damp with fuel, if it isnt then the fault lies with the carb, if it is drenched then you are using too much choke. Put the cap back on the plug, place it so it is earthed on the cylinder head and tug the cord to check the spark, if you have a spark and a wet plug then you should have arunning engine. Heating the plug with a blow torch can help starting an engine as it helps vapourising the fuel.
Normal start procedure is to put the choke on, this should open the throttle to 1/4 speed but chec the carb throttle mechanism is in fact opened by the choke. Give the cord a couple of tugs until the engine just tries to fire and then close the choke and again make sure the throttle is kicked open and one sharp tug should start it.
