Circulator pump. Can water pass through it when the pump is switched off?

Does a central heating water pump itself prevent water flowing through to the radiators by gravity? This may seem a daft question, but it relates to changes suggested for a continental system which currently has a mixer valve operated by external temperature which is to be replaced by a room stat/programmer.
