I Dont know if you have a diaphram in your toilet,I dont and i have never seen one in a toilet...Usualy if you dont have a constantly running toilet and only a little bit of water comes out when you flush you need to adjust the float level, because thethe tank is not filling up with enough water to create a vortex, or reverse tornado or whatever you want to call it that gets enough spinning water,at high enough presure to evacuate the bowl through the trapp. I recomend that you get an adjustable hight toilet service kit from Lowes,or Home DEpot and it doesnt need to be the most expensive kit, the plastic ones are better,they dont rust or corode. Anyway I hope this helps.... There is a Flapper on a toilet , if that is bad try holding down the lever when you flush untill unit evacuates if that works then you only need to shortin the chain on the end of the internal part of the lever so that it lifts the flapper high enough to float instead of being sucked back down by the vac.of the water draining out into the bowl.
