Miele W916 water inflow is too low, but pressure is good and inlet clean?

My Miele W916 grumbles of "check water inlet" for most wash cycles having stopped before really getting going. The flow into the soap tray is indeed weak and not enough water is getting in. However I have checked and cleaned the inlet filter (by the stopcock), have more than ample water pressure and have no kinks etc. Is there a filter or other part I should check inside the machine? If so, can someone indicate how I can most easily gain access?

I disconnected the supply hose from the internal connection in the machine and turned the stop cock back on. The electronic safety value built into the inlet hose stops flow completely until the machine starts a cycle. So I started a wash (with the supply hose end into a bucket). The flow at this point was very very slow indeed. It would take a good minute to fill a litre. I then removed the supply hose entirely and tested the flow from the stop cock directly. This was much stronger, filling 1 litre in ~10 seconds.

Perhaps the electronic safety value is defective?? I've opened as much as I can of it up (it's mainly a sealed unit) and cleaned the only filter visible to no avail.

check and clean the filters on the rear of the machine inside where the the hoses connects too
check also machine is not connected to a self cutting taps as the supply hole rusts up restricting the supply, to confirm turn off the incoming rising main stop cock. remove supply hose from machine place hose in bucket get some one to turn the supply back on momentarily and watch the input into the bucket if a dribble change the tap supply
you tell me how can a washer be fed from a 1/8" hole compared to a 15mm tap connection with me a 15 mm connection wins every time
