Hoover 5030D dryer: Drum turns when empty but not with load of clothes. Giving the drum a spin by hand usually gets it going. How do I tell if it is the capacitor at fault, or the motor?

Is the motor spinning when the drum is supposed to be turning or is it that the motor itself doesn't spin?

I'd be inclined to check the belt, visually check the capacitor (all the ones I've changed have shown physical damage).

I doubt it's the motor but check for signs of overheating windings.
