how do i fix my computer without the reboot disc

I don't think that you mean reboot. (That is what happens every time you switch the PC on.) I suspect that you want to reload Vista using a recovery CD.

Some OEMs supply a recovery CD, some have a recovery partition on the hard disk and some have none. (Sometimes the policy is different for different models from the same manufacturer.)

You need look in the PC's manual. (Sometimes found on the hard disk rather than on paper. If you have lost the manual, you need to get in touch with the manufacturer and ask them what their policy is for your PC.
