It would help if you mentioned what make/model/year the car is.
This function can, on some cars, be turned on and off for greater security ( if someone gets your keys they can't just point them up the car park and keep pushing the buttons until they see which car's indicators flash)
The solution is R.T.F.M. (read the flippin' manual)!
