toilet?

My toilet does not flush properly some of the time, with seemingly no rhyme or reason to when it decides to flush and when it dosen't. The cistern always fills up fine following a successful flush, but when it decides not to flush there is no resistance on the flush handle and very little water enters the bowl, however try it later in the day and it sometimes flushes fine. Any suggestions?

looks like there is a rip in the syphon lineing, in the chamber that lift the water ,up , thats the big black thing in the middle of the cistren , , just replace it , "
