I am not certain what the flywheel is made of pressed sheet metal or cast iron.
If its cast iron the old ring gear can be cut off using a cold chisel. The new ring gear should be a full 360 degree loop(end welded together).
Put the flywheel in the freezer over night and the ring gear in the oven max heat for 2-3 hours-. These actions will reduce the size of the flywheel and increase the size of the ring gear. When temps achieved drop the ring gear onto the flywheel, as it cools ring gear will contract onto Flywheel.
Check before removing old ring gear to see if it goes on one way only and make sure new one. goes back the same way.
This may also work with a thicker pressed steel flywheel assuming ring gear not welded to Flywheel.
Good luck and watch out moving the hot ring gear.
