Double glazed window lock problem?

The double glazed window in my flat does not open. I think the problem is the lock at the bottom. The lock at the top opens. Is this a DIY job or do I need to get someone in.

get somone in as sometimes the lock mechanism snaps inside. unless you really know what your doing.
