ACCESS" off & on again?

When turning the DSC-WSO on, window reads "ACCESS" then it says to turn off then on again

Is your lens stuck or does it go back & forth a few times before displaying Access message.
This fault is repairable, If your in the UK I can repair for you for for under £20
