My old hoover machine is also not spinning except it is spinning but only slowly. It should have 2 faster spin speeds that what it has.
I wondered if it may be the motor brushes wearing or as the answer above, the water level sensor. Does it have one? Its a Hoover Ecologic Autowasher 1300

Yes something has jammed your pump. Open the drain at the bottom of the hose.

If the water remains in the drum it could be because the pump out is jammed with fluf or a coin. On the front at the bottom there will be a flap and behind will be the access to the water, open the exit and clear the obstruction. Some makes have a facility to connect a short garden hose to drain the water by gravity otherwise make plans to collect the water.
The spinning will only commence when the water level has been lowered and the pressure switch advises the drum to spin.
If however the water has been pumped out then the belt has perhaps broken and should be replaced.
Remove the top or the back and have a look inside,Replacement could be easy or impossible depending on the model or if the man in your life is usefull or a complet idiot!
