How can I fix my integrated Diplomat dishwasher?

Our diplomat dishwasher is showing the F3 fault and isn't washing the things inside properly. Any suggestions?

E3 in my book for diplomat ADP 8224 says 'The dishwasher is not able to heat the washing water correctly. To establish the fault call after sales service'.
Its not much help, but its the only comment in the brochure. I need help with fault E9 which is not even mentioned in the brochure if anyone out there can help me.
