my hp pavillion will not start or power up if it does it just restarts over and over agein help plz

Sounds Like It Cant read your Hard Drive , try booting from CD with a windows disc then windows will tell ya if it finds the drive on examining your Hardware . If that dont Find it then the Hard Drive is shot. if it does then consider formatting it cause it may have corrupt data causing it to loop .
