user hand book for kawasaki brush cutter=TG24?

Awful difficuities in trying to start the engine,maybe a hand book would give some necessary re-adjustments.
(no problem with iginition/S plug).This is not a new Brush Cutter,gift from my neighbour.
Appreicate any assistance.
