Immobiliser problems?

I am trying to find out if the immobiliser system on a 2.3 automatic Ford Galaxy 99 'V' can be bypassed. I had an intermittent fault initially where the immobiliser would not go off after i had inserted the ignition key. The coil around the ignition barrel has been changed, the keys have been re-coded to the original setting, the ECU has been replaced, The Relay 30 has been checked, the wiring loom has been re-done and the modulator has been checked. I have had no car for 10 weeks now as it has been sat in a garage with a number of people trying to find the fault, Please help, any ideas is welcome......i can only think of one SCRAP IT!!!!!

They checked relay 30 and could see it opening and closing, i turn the key and the immobiliser light is on but after 5 seconds or so should go off, but it does not it flashes to say the immobiliser is on however, sometimes i have started the car and the light flashes to say the imobiliser is on. I am at the end of it and just want it fixed or scrapped.

What diagnostic system are they using and what fault codes are they getting?
I'd be taking it somewhere else if they've had it ten weeks and cant fix it. Sounds like they've no idea what they're doing, just fitting parts and doubtless charging you a fortune.
Are you sure it's the immo, not something daft like the autobox park/neutral switch or a broken earth?
What garage is it at?
What actually happens when you turn the key,i.e. does the fuel pump run, any dash lights flashing, does the engine turn over, if so does it sound the same as normal etc?

Did they just 'check' the relay 30 or fit a new one?
