My Baxi Solo PF 30/80 or Baxi Solo 3 40 PF will not fire up?

My Baxi Solo 3 40 PF will not fire up but the boiler and fan lights are on, the pilot and burner lights are off. The overheat neon warning light did not come on either. I can hear the fan working.
