"Flapper or gasket" malfunctioning?

My husband passed away late last year and I am not handy in these matters. Could someone help me? When the toilet is flushed, water continually runs. The toilet is non-descript standard trailer issue ilk. I lifted the top to find that the black rubber (is it a flapper or a gasket?) will not go down to the bottom to stop the flow. It has to be physically forced down each time. Should I just need a new one and is this simple to replace or are there other possibilities. I'm trying to only buy and do what is necessary, if you know what I mean. Thank you!

That should be very simple to fix, all u need to do is go to your local hardware and ask for a new ballcock mechanism, it sounds like the stopper seal is gone and a new ballcock sounds like your only solution, as for teh fitting of it, very easy, just unscrew the old mechanism from the inlet water pipe and screw on the new one, this should work hope it helps
