How can I fix my Toshiba 42H83 42 inch Widescreen?

How can I fix my Toshiba 42H83 42 inch Widescreen? The TV powers up and the picture is hazy and it looks like it has poor reception. When it hit my menu button it appears perfect, but the screen appear hazy and snowy. I opened the TV and the 3 lights were flickering. This could be the result of the reception. How do I know if the TV reception went out or the system board went bad or what. I do get great reception with my other TV so I know range is not the issue.

Try connecting a different signal source, such as a DVD player. Try connecting your signal source to different types of inputs, such as
1. the coaxial cable input
2. the yellow video RCA jack input
3. the red/green/blue composite video inputs, if you have them.
4. the S-video input, if it has one.
Of course, this depends on whether the DVD player (or cable tuner if you have one) has those type of outputs, but these days most DVD players and cable tuners have most of these different types of outputs.
