water not heating up in any modes, fitted new heater unit still not heating up, checked voltage at heater unit 243~246 volts, any ideas........

Telling us what make & model would be a help. Some dishwashers have 230V at the element most of the time but switches the neutral line to complete the circuit to start the heating when it is needed. You may have a fault back at the controller or timer depending on what machine it is.
