I have a ryan 274 that doesn't run. I replaced fuel lines and rebuilt carb. Still not turning over. Any help?

I have the owner's Manual for 264/274/284. I has the common elements for all 3 models. I own the 284 so the parts manual will be somewhat off. That said, getting parts has been a challenge.
