worcester heatslave 12/14 diverter valve seized?

worcester heatslave 12/14 divertor valve is seized, does anyone know if they can be freed off and work as normal or do i really need to replace it?

being a mechanic id ushally use 3 in one oil to free up brake calipers, is this ok to use on a diverter valve?

any replies would be gratefull, as plumber wants £250 to replace it :(

You can't free these things off properly, as sure as eggs are eggs it will start to leak afterwards...first though, check that its not the electric motor that turns the valve (the powerhead) thats failed. If that is ok, then the entire valve needs to be renewed. Tricky a bit, but you'll get there if you want to give it a go.
