Gainsborough Royale Dripping - Non Electric?

My Gainsborough Royale shower is dripping and you have to turn the handle to 2 o closck (rather than 12) to turn it off.

Is this a new washer set?

seems like spindle needs replacing ,soon you will have no control of water( wont turn off)
