Panasonic TV will not switch on from standby?

My TV (Panasonic TX-W28R4DP) tries to switch on from standby but fails to generate any significant secondary voltages. It makes 10 clicks and then stops. A correct standby voltage is present. How can I tell where the short circuit is likely to be? What are the characteristics of a line transformer short? I have the circuit diagram for the TV.

Checked Q551 and it was faulty. Replaced it with a BU2520AF as I could not get the kit quickly. Its all working fine now.

Check line output transistor Q551 if faulty fit kit part number TZS9EK001 (change BU2508AXLB to 2SD1577LB ).

A less common cause is IC1103 EAROM failure.
