If there is DEFINETLY NO recessed/hidden cap on the top of the handle, it will just pull off.
Whilst this is easily said, and if it doesn't move, possibly due to the length of time it has been in place this may require more forceful measures.
In which case, place a cloth around the head of a claw hammer, put the covered claws under the base of the tap, then GENTLY pry the plastic knob upwards. once the initial seal is loosened, a pull by hand should suffice.
I don't need to tell you to take it easy due to the materials involved and be careful of damage to the sink, but this method worked for me many years ago.
