how do I stop my dual flush making a horrendous noise?

we have a dual flush toilet cistern and whenever either button is pressed something makes a loud groaning noise like it's vibrating, possibly air going where it shouldn't? We've tried different things and wonder if it is the central core that connects to the buttons that may be broken.

Thanks for your answer John but I don't think it's that as it starts while the button is being depressed before the inlet valve is open to allow water through.
We've since been in touch with the manufacturer who agree its not that valve and have sent us a new flush valve free but it's still doing it. Any more ideas are welcome!

Its the water fill valve thats making the noise, due to its washer vibrating....its possible to rewasher these but I just fit complete new ones. Torbeck is my favourite, for less than a tenner.
