WC cistern Overflow?

Recently when filling up it started a noise like air escaping but filled up and stopped ok - Now the internal upright solid tube/overflow has come detached from the bottom of the cistern and the see thru plastic bag/tube is floating around loose

i can't see how the overflow has come apart as it is secured in the bottom of the cistern.
unless the plastic has broken.

i would convert it to a internal overflow and plug the old outlet and remove the overflow pipe.

the clear plastic bag/tube is part of the float valve
