calortec electric radiators?

how do they work, do yo need an engineer to install or is it just plug in

im a bit concerned,as what im assuming by other peoples answers regard to cost of consumption of electricity if left on for 24hrs at 21% is the cost going to be 17pence per hour,,eg if i put heater on for 24hrs will i be paying £4 .8p for 24 hrs ,or will it be 17 pence an hour for 6 hours as was explained previous [ also i wish to point out we bought ourd from ideal world on tv] and it arrived in compact box,but quite dirty down the sides,and slight mark on underside,yet to test heat cost,still got 28 days to make up my mind,
