toilet cistern not filling?

I have a newish toilet which has the options of 2 flushes on top (dual flush?). When the toilet is flushed the cistern doesn't fill - water is bubbling into the system but seems to go straight out through the bowl.

It's quite a new toilet so there's no ball (like the old systems)... Have tried 'screwing' the bit up the top which lowers filling 'stop' valve but this doesn't help.

if the water is going straight down into the bowl when the cistern starts to fill its a problem with the flush valve.

check the rubber seal on the flush valve is not faulty and that the flush valve is shutting fully once flushed.

if you hold the flush valve half way down and twist it it will come apart and you can check the seal.
