In a word no.
A Belkin router is a stand alone device and so your question doesn't actually make any sense. A router is a device that 'routes' data between two networks.
A computer does not need any special software to connect to a router.
If any of the above does not make sense, post a NEW question with LOTS more information about what you have and what you are trying to do.
BTW, I'd put it in the Internet section rather than the Laptop section.
