Vokera boiler always at 55-60degC?

Although it is summer and all settings are down at lowest mark the and no radiators are hot and on/no taps running, the boiler still seems to be heating water. Is this normal such that water is ready on demand. Seems I am boiling water for nothing and using unnessesary gas.

is it a linea? if so it has a water pre-heat function so this would be normal if it's activated. it can be disabled by removing a jumper from the pcb, only to be done by a qualified engineer.
