WHEN I TURN IT ON IT STARTS UP JUST FINE, BUT WHEN I STEP ON IT, IT SLOWS DOWN ... A LOT.. ALMOST STOPS. WHY DOES IT DO THAT????

Is the belt slipping, or is the motor stalling? You might try to tighten the belt using the two allen head screws at the bottom end of the belt.
