When we turn the machine on to do a was the h20 led display constantly flashes and the machine doesn't start up or fill with water, what could the problem be

I strongly suspect that H2o in the window is water related....

You say it doesn't fill with water and that will be the reason it doesn't start...

I would guess the water inlet solenoid has failed - a relatively easy repair - but that's just a guess.

You don't mention the make or model.
