my hinges will not close my top hung window pvc?

My top hung opening window sash pvc,closes tight at the bottom when its locked,but you can see daylight at the top and the gap is a least 20mm and the wind howls through it making really cold,how do I fix this

Hi there:
Assuming that the glazed unit has the push in retention bead outside -
First you need to remove the inner seal by pushing the
window outward. Prize the seal up and remove all or it. Next go outside and with the aid of a paint scraper push inward and upward between the frame and the retention beads on the longer side. It will sort of ping out. Next remove the other beads in a similar fashion.
When you fit the new window do the opposite of removal.
If the retention beads are inside go outside first and remove the seal as above.
