my dell d600 wont switch on, when i press the switch all the a light stays off and th 9 and the arrow light flash and then it switches off

Does your mains 240v power pack which normally has a green LED light on (which you plug in your laptop), look to see if the light goes off when you try to start it. If so it could be a faulty power pack - try a friends power pack.
You could also try it without a battery in case of a battery short circuit.
Both easily replaced on ebay or other sites.
