Norton scam?
Do you mean a fake, malware laden, Norton component?
From where did you got it?
Send that address to www.norton.com and your local law agency so that they can shut down the criminals's site.
During the boot process, repeately tap the F8 key to get the Windows startup options screen.
Try restoring to a previous restoration point.
Try starting in safe mode.
If you made a complete image backup, it's time to use it and restore your computer to the moment that you made that image. Next, restore any incremental backups that you may have made since.
If you have no backup or the restoration did not work:
Boot from a live CD/DVD and copy EVERYTHING except the windows folder to an external drive.
Reformat and reinstall everything: OS, drivers then applications. If you have more that a single drive, you only need to work on the drive containing Windows.
Copy back your files from the external drive.
