toilet wont flush properly?

The toilet handle mechanism all works ok but doesnt activate the actual surge of water without repeated flushes. It looks like it is supposed to work on a syphoning method - do you think a seal has gone or soemthing.

The washer in the syphon has broken down. You need to remove the cistern, undo the syphon (large white nut at bottom) and replace. Use a new donut washer when fixing cistern back to toilet.

I'd like to know the answer to this question too. The toilet that won't flush (unless you keep pumping at the lever) was bought in 2005, has a low-level cistern and is a Sandringham model made by Twyfords. It has never worked very well. It's from a cheaper range, but I thought a British manufacturer could get the flushing mechanism right.
