how can i fix my washing machine hotpint aquarius 1200?

its filling with water but drum not rotating or spinning , it will not spin when empty either, programme dial is moving abit but machine not responding to programme selected

First of all I thought I might check the filter in case it`s blocked but I don`t know where it is.Any ideas?

Is the machine filling with water?
