The wire between the setup box and the outside dish has been cut! Is it possible to join these wires or do I require a new lead?

You can fix them together. You MUST do this with the STB disconnected from the mains power.

You need two standard F Connectors and a female-female F Connector joint. Fit an F Connector on each of the severed ends and then plug one into each end of the Female joint. If the break is outside finish off by binding it with self-amalgamating weatherproof tape.
