zanussi/electrolux de 540x dishwasher not heating water?

my dishwasher is not heating water during wash. relay switch ok. limescale levels high in water supply,if heating element at fault, how do i get in to replace it?

have you resoldered the pcb relay as they look ok but there not!.heater is in the base towards the back.should be around 29ohms across the terminals
