Funnily enough I have just looked at a boiler that is doing just that, fan spins for a second then light starts flashing. Is that def a PCB fault?

Get a Gas Safe Registered Engineer to look at it. You should not even take a screw driver to it if you have to ask that question.

easiest way to identify the most common fault i've come across on these boilers is; to take off the combustion chamber cover then try to fire the boiler up, if the fan runs for about 2 seconds then stops and the fault light flashes then it'll be the pcb thats at fault. there are 2 pcb's for this boiler so give worcester a call to make sure you get the right one, it depends which gas valve it has fitted which determines the pcb. also, make sure you re-fit the code plug to the new board.
