my dryer turns on but it doesnt spin. everything is in place as it should be and it has a brand new belt

"Has a brand new belt"....hmmm.
Unfortunately you don't say which machine you have, which complicates things. First check the belt is routed correctly around the motor shaft & jockey wheel/wheels.
If the belt is ok check for disloged any cables, plugs etc then check the drive motor & capacitor are in order.
