My hoover will dispense but will not vacuam up the water?

The rug shampoer will not vacuam up the water all the air is blowing out. Is there a belt that I need to replace? and how do I do it.

I solved this! I was going to throw my carpet cleaner in the trash or just give it away. Thank God I did not! Today I took it into a vac repair shop and for $5 I got the seal that was missing between the return tank and the floor unit.
