Low level WC Cistern?

After flushing the cistern does only half empty before refilling. I have checked the float arm and this appears ok.

Its actually the flushing syphon, not the float arm, thats the problem here....on many of these there are coloured plastic plugs which you insert to control the flush volume...I guess yours have been removed, or fallen out.
