Hotpoint WF430 Fault, Flashing Rinse Hold & Power buttons?

When the machine is started ,either to spin or wash the water fills fine,the drum rotates then stops after doing this 3 times the Rinse Hold and Power on/off buttons flash and the machine pumps out any water.The machine had been stripped down to fit new bearings.
