Leaking Cistern?

Hi All,
Whats the best material to seal the wing nuts which connect the cistern to the bowl.

There are 2 conical washers on the inside of the cistern but they do not completely seal and it does not matter how tight I do the nuts up there is still a slight drip from 1 of the nuts.

should I put Silicon or plumbers mait around it or some sort of adjustment to both of the nuts.

I would appreciate any suggestions

you can use silicon , , just check that you have the washers the right way around , is there a grove on them , be carefull not to over tightening" them , could crack , you might need to seal it from the inside. with the silicon . , so you will need it dry , for a hour or two if you can , to help the silicon , to dry a little .
