The same way I would use your lounge and TV for my evening's entertainment.
I'D ASK THE OWNER FIRST.
If you are trying to use someone else's PC and they have blocked it, then respect their property, the same as I wouldn't expect to be able to just walk into your house, sit down on your sofa and watch your TV.
