Why is my hot water always scalding hot?

I have set the water temperature guage on my Ferroli DOMIcompact F30B at 42. When I turn on my hot water the reading starts to climb to 81 then it drops to about 68 and rises to 80 again. Throughout this time the water is scalding hot and far too hot to touch. How do I get the water to a suitable temperature so I can put my hands under the tap

I still don't know the answer but what I've discovered through trial & error is this.
If I turn the bathroom sink tap on with a strong flow and wait a few seconds until it settles the water is cool enough to be able to use it. The stronger the flow the cooler the water becomes, the weaker the flow the hotter the water is.

My kitchen sink is right beside the boiler so even with a strong flow this is always pretty scalding unfortunately
