cistern wont flish?

i have a concealed cistern fitted (grohe) but was sent the wrong flush mechanism for the flush plate, they replaced this so i fitted it but it wont flush, it will if i pull it up manually and the air from the plate when i press it makes the valve drop but i cant figure out what makes the other piece come up thet makes the flush, can anyone help or understand what i mean!!!

you might want to increase the water level. if you turn the polystyrene float a couple of times it will raise the water level. otherwise im stumped!!

when i press the flush plate the little mechanism drops and i would assume the other bit should rise causing the flush, then the mechanism clicks back up and the flush stops (when i do it manually) is the water pressure??

something doesnt sound right. when you press the button the flushvalve should rise letting the water out, what youre saying sounds that its doing it in reverse?
