peugeot 206 LX, revving by itself then cutting out..help!?

Have a '99 Peugeot 206 (113k), car will drive o.k initially, then when stopped and idling revs will climb to 1500/2000 and sit there, then when I try to pull away it sounds as rough as hell,the revs just die and it stalls. It will eventually start again (just) and run with low power feeling very lumpy until the next stop when it will do it again, there is white smoke from the exhaust? temp reads normal.

My Daughter's '99 206 does it too. Seems to run very very rich, sometimes floods, then sometimes will rev like crazy for no reason. I think it might be the oxygen sensor and will try a new one. Looks like a very common problem, but no one seems to be able to offer an answer. It's a very dangerous fault, so I've pulled the plug out of the stepper motor to stop it revving randomly. This will cause cold driving problems though.

I have exctly the same issue on my 98 206. When I start the car it either seems to stall or revs up to 2/3k. Sometimes the revs jump about and then when i put the breaks on it stalls. The problems used to resolve itself once i got going but now it crops up all the time at any point in the journey. I took it to a garage but they could not find a cause. Any ideas?
